Chair Wadsworth called for motion to approve the Board Work Session and meeting Minutes.  Motion to approve was made by Trustee Terry Fasel and seconded by Trustee Cassandra Denmark.  Motion approved unanimously.

  1. VI.              FINANCIAL REPORT                                                 Richard Columbo, Staff Accountant

Recommend approval of monthly financials as reviewed and presented at the September 16, 2013 Board of Trustees Work Session.

Chair Wadsworth called for a motion to approve the Financial Report.  Motion to approve was made by Trustee Betty Wojcik and seconded by Trustee Cassandra Denmark.  Motion approved unanimously.

 

  1. VII.           SUPERINTENDENT’S REPORT                                          Jesse Jackson, Superintendent

 

  1. A.     AUDIT DOCUMENTS – 2012-2013

Recommend approval and acceptance of the audit for the 2012-2013 school year as reviewed and discussed at the September 16, 2013 Board of Trustees Work Session.  Chair Wadsworth called for a motion to approve.  Motion to approve was made by Trustee Terry Fasel and seconded by Trustee Wojcik.  Motion approved unanimously.

 

  1. B.     UPDATED BYLAWS  

Recommend approval of the Updated Bylaws as distributed at the September 16, 2013 Board of Trustees Work Sessions.

Litigation Update

It has been pretty quiet on the legal front.

Updated Bylaws

Please review your copy of the updated Bylaws and advise any changes/corrections.  We welcome your input.

Motion to approve the updated Bylaws was made by Trustee Betty Wojcik and seconded by Trustee Cassandra Denmark.  Motion approved unanimously.

 

  1. C.     NEW EVALUATION SYSTEM

Recommend approval of the Evaluation System as distributed at the September 16, 2013 Board of Trustees Work Session.

AP Shick presented a review of the new evaluation system to the Board.  Instructional Support Staff will follow the Marzano Teacher Evaluation Instructional Support Model.  Dean of Discipline, Guidance etc. will follow the State Model.  Teacher Performance Appraisal – 51% of the state has adopted Marzano.

Superintendent Jackson:  We are sharing this information because it is so different from what we have been doing.  These are new State policies so we had to change.  Also, this year there are some funds attached to this from the State.  Trustee Wojcik:  What’s the old process?  Principal Barrow:  You assess yourself and the Principal assesses you also.  Superintendent Jackson:  We will be sensitive to the people in our system.  We do want all of our staff to receive the money.  Trustee Wojcik:  What’s our timetable?  AP Shick:  We were notified in February 2013 and we adopted the models in June 2013.  Trustee Fasel:  Will they know at the end of the year about their evaluation?  How will they be notified?  How often will you look at them?  AP Shick:  This is laid out in the plan.  Principal Quam:  Reading will be tied to reading teachers and math will be tied to math teachers.  Superintendent Jackson:  We do not want a system to dictate our practices.  We’ve spent a lot of time working on this and it will be a benefit to our staff.  The Evaluation Committee along with AP Shick has been great walking us through this process.  We have also had many onsite trainings for our teachers.  Trustee Fasel:  Is this based on the teachers step in their salary?  Superintendent Jackson:  We have created our own step for our staff for the next three years.  The State of FL is funding this bonus.  Trustee Fasel:  Are migrant or mobile students factored into this?  AP Shick:  They are removed from the list.

Superintendent Jackson:  Many Districts have done this for over a year now and most of their teachers are rated highly effective (96%).  AP Shick:  Three things that make is fair: It improves the system, you get the students you had and also the VAM.  Trustee Wojcik:  I hope this improves the student achievement.  Chair Wadsworth:  Please keep us apprised on how you are training the teachers.  AP Shick:  Our Evaluation Committee provided summer training and Saturday training.  In order for it not to be too overwhelming for our teachers we focus on three questions at a time.  Superintendent Jackson:  The schedule for Leadership will be demanding and it will require more classroom involvement.

Chair Wadsworth called for a motion to approve.  Motion to approve was made by Trustee Terry Fasel and seconded by Trustee Betty Wojcik.  Motion approved unanimously.

 

  1. D.     PERSONNEL CHANGES

Recommend approval of the Personnel Changes as distributed at the September 16, 2013 Board of Trustees Work Session.

Chair Wadsworth called for a motion to approve.  Motion to approve was made by Trustee Cassandra Denmark and seconded by Trustee Betty Wojcik.  Motion carried unanimously.

 

  1. VIII.        NEXT BOARD WORK SESSION AND MEETING

The October Board of Trustees Work Session and Board Meeting will be on Monday, October 21, 2013 at the Janie Howard Wilson Elementary.  The Work Session will begin at 3:30 PM and the Board Meeting will begin at 5:00 PM.

 

  1. VIII.        CHAIRMAN’S REPORT                                                               Keith Wadsworth, Chair

Chair Wadsworth:  Thanks for everything, especially the hard work on the budget.

 

  1. IX.              TRUSTEES REPORTS

Trustee Fasel:  It was heartwarming to see all the students and parents tonight.

Trustee Nelson:  I continue to learn as much as I can and it has been quite an education.  I look forward to continue to learn how best to support you.

Superintendent Jackson:  I appreciate Trustee Nelson supportive visit with me while we continue to work on projects that will be a future benefit to the system.

 

  1. X.                 OTHER BUSINESS FOR THE GOOD OF THE ORDER

Principals’ Updates: 

Polk Avenue Elementary – Principal Gail Quam: 

Thanks to Babson Park Elementary for their encouragement to our staff throughout the Culyer process.  They planned a celebration for us and we really do appreciate them!  Principal Henson:  Our staff felt good to be able to celebrate and share, we were very glad to do so.

Janie Howard Wilson Elementary – Principal Barbara Jones: 

Pre-K planning is in process and we are excited.

Hillcrest Elementary – Principal Jennifer Barrow: 

We had a great breakfast meeting while we were digging deeper into our data.  We are excited about the move to Common Core and our new evaluation system.  We have begun the teacher observations and my favorite role is being an instructional leader.  We had a great open house!

Lake Wales High School – Assistant Principal Anuj Saran:

We currently have 1,410 students on Genesis and possibly more to come.  UN Filmaker/Educator came to visit – teaching through film starting October 1st.  Possibility of a  grant in the works – we are hopeful this grant will assist us as we work to improve our graduation rate.  New AC units costing $2M will be installed soon and our Polk County District will be paying to complete this job for us.  We have an athlete website that we will view to track the grades of our athletes, www.coregpa.com .

Edward W. Bok Academy – Principal Damien Moses: 

Things are going great at Bok.  Our first football game is tomorrow night at 6pm at Legion Field.  Cross Country had 50 students that showed up to practice, we have a meet Thursday.  We have different fundraisers every month, please visit our Bok calendar and participate.  Bok receives some of the proceeds.  We appreciate your support.  Our Floating Classroom acknowledged World Water Monitoring Day – students participated in experiments on the clarity of water etc.  Dr. Brame from USF PolyTech came out with us and they are partnering a grant for us.  Knight Nook Night – Parent Night is coming up.  Camp Bok was a great success – $4,000 in partnership grants to assist the kids to attend.  Superintendent Jackson:  Spoke with a student who changed their career goal to be a teacher because of the Camp Bok experience.

We are off to a great start.  We just completed the last of three parent night workshops.  In October we will have Bring Your Parent To School Day.
